Born in Odessa, Ukraine.
Served in the army from 1939 until 1945.
The military part in which Serper served (the city of Kiliya, on the border of Rumania) underwent an attack on June 22, 1941 and stepped back with combat to the north Odessa Region – Nikolayev, Kherson, Donbass, Rostov, continuously being surrounded by combat and retreating from it. After the passing of Soviet troops in the offensive of the foothills of the Caucasus, Serper, as the commander of the special mountain mine-engineering brigade, took part in the pursuit of the enemy. He was wounded in one of the battles and fell into captivity, from which a large group of Prisoners of War arranged an escape and organized a force, which moving in the rear of the enemy, reached the front line. Their miraculous survival and reaching the positions of the Red Army was called a crime of High Treason. Serper was sentenced to 10 years without freedom, but was sent to a penal battalion instead. He was wounded in the first battle, which was grounds for removing his convictions. After treatment, he was assigned as the commander of the 60th special engineer battalion of the assault brigade (participated in battles for Donetsk and Zaporozhye).
In Octbober 1943, Serper and his batallion, in the 126th division of the 51st Army, took part in the breakthrough of the heavily fortified defense line and the boosting of the Molochnaya River. He was one of the first to enter the city of Melitopol of the Zaporozhye Region, for which he received the title “Hero of the Soviet Union”.
Furthermore, he took part in the liberation of the Crimea, the assault on Sapun-Gora (Sevastopol), combat on the territories of Lithuania and Latvia, and found himself in Kurlandia at the end of the war.
He was awarded a Lenin order, a “Gold Star” medal, two orders of the first degree of the Patriotic War,an order of the “Red Star”, and medals “For the defense of the Caucasus” and “For Victory over Germany”.

Воинская часть, в которой служил Серпер (г. Килия на границе с Румынией) подверглась нападению 22 июня 1941 г. и отступала с боями на север Одесской области – Николаев, Херсон, Донбасс, Ростов, неоднократно попадая в окружение и с боями выходя из него. После перехода советских войск в наступление в предгорьях Кавказа Серпер в должности командира отдельного батальона Горной минно-инженерной бригады принимал участие в преследовании противника.
В одном из боев был ранен, попал в плен, из которого большая группа военнопленных устроила побег и организовала отряд, который, продвигаясь по тылам противника, добрался до линии фронта. Чудом уцелевших и дошедших до позиций Красной Армии военнослужащих обвинили в измене Родине. Серпер был приговорен к 10 годам лишения свободы с заменой отправкой в штрафной батальон, где в первом же бою был ранен, что явилось основанием для снятия судимости. После излечения был назначен командиром 60-го отдельного инженерно-саперного батальона штурмовой бригады (участие в боях за Донецк, Запорожье).
В октябре 1943 г. Серпер со своим батальоном в составе 126-й дивизии 51-й армии участвовал в прорыве сильно укрепленной линии обороны и форсировании р. Молочная, и одним из первых ворвался в г. Мелитополь Запорожской области, за что ему было присвоено звание Героя Советского Союза.
В дальнейшем он участвовал в освобождении Крыма, штурмовал Сапун-гору (Севастополь), сражался на территории Литвы и Латвии, закончил войну в Курляндии.
Награжден орденом Ленина и медалью «Золотая Звезда», двумя орденами Отечественной войны I степени, орденом «Красная Звезда»; медалями «За оборону Кавказа», «За победу над Германией».
