Born in the town of Skvira in the Kiev Region, Ukraine.
Served in the army from June 22, 1941 until 1946.
Teplitskiy began his service in the war in the west of Ukraine near Stanislav. He retreated with combat along the Ukrainian territory to the North Caucasus. Finding himself surrounded, he risked his life and preserved significant cash resources belonging to the military ranks, which he delivered upon breaking out. He fought in the North Caucasus in the 18th army. Furthermore, he took part in battles for the liberation of Ukraine. In January 1945 he was sent to the Kiev military district to continue his service, where he was demobilized in 1946.
He was awarded an order of the second degree of the Patriotic War and medals “For Distinguished Achievements in Combat”, “For the defense of the Caucasus” and “For Victory over Germany”.

Родился в г. Сквира Киевской обл., Украина.
В армии с 22 июня 1941 г. по 1946 г.
Встретил войну на западе Украины под Станиславом. Отступал с боями по территории Украины до Северного Кавказа. Оказавшись в окружении, рискуя жизнью, сохранил значительные денежные средства, принадлежавшие воинской части, которые передал по принадлежности по выходу из окружения. Воевал на Северном Кавказе в составе 18-й армии. Затем участвовал в боях по освобождению Украины. В январе 1945 г. был направлен для дальнейшего прохождения службы в Киевский военный округ, откуда был демобилизован в 1946 г.
Награжден орденом Отечественной II войны степени; медалями «За боевые заслуги», «За оборону Кавказа», «За победу над Германией».
